407 Training visa documents checklist

A 407 file is three applications, not one — sponsorship, nomination, visa — and since 11 March 2026 each must be approved before the next is lodged. This checklist sets out every document for each stage, who prepares it, and where files actually fail. Prepared by Keshab Chapagain (MARN 1576536), author of the OMARA-approved CPD on 407 training plans.

Stages
3 — strictly sequential
Core document
The Training Plan
Prepared by sponsor
Stages 1 & 2
Prepared by applicant
Stage 3

Stage 1 — Temporary Activities Sponsorship (the organisation's file)

Lodged and evidenced by the Australian organisation. Nothing else can be lodged until this is approved.

  • Business registration — ABN, company extract, trading names
  • Evidence the business is lawfully operating — financial statements or BAS, website, premises
  • Training capability evidence — who will supervise, their qualifications, the facilities and equipment the program needs
  • Organisational chart placing the trainee and supervisor
  • Any industry licences the training field requires

Stage 2 — Nomination (the Training Plan and its evidence)

The decisive stage. The nomination stands or falls on the Training Plan — a structured program document, not a job description.

  • The Training Plan — objectives, structured components with hours, supervision arrangements, assessment points and timeframes, tailored to the selected reg 2.72B pathway. Section-by-section requirements →
  • The nominee's CV, qualifications and licences — the skill-gap story the plan must answer
  • Evidence the training is genuine and additional to ordinary work — rosters, program calendars, named trainers
  • The occupation's ANZSCO fit for the chosen pathway
  • Salary and employment terms for the training period, where applicable

Stage 3 — Visa application (the applicant's file)

  • Passport biodata page; national ID where held
  • CV and certified qualifications — consistent with the nomination's skill-gap story
  • English evidence — functional English at minimum; test or accepted alternative
  • Financial capacity — funds for the stay, or support evidence
  • Genuine Temporary Entrant evidence — why this training, why now, what you return to
  • Health examinations (arranged after lodgement where directed) and character documents — police certificates for countries of residence
  • Overseas visitor health insurance for the full stay
  • Family members' documents where dependants are included

Consistency — where 407 files actually fail

The three files are read together. The refusal patterns we see are rarely a missing document — they are contradictions between documents: a CV showing the nominee already holds the skills the plan claims to teach; a supervisor who does not appear in the organisational chart; training hours that cannot fit the roster; a plan generic enough to fit any business. The pre-lodgement audit exists to catch exactly these before the Department does.

Questions we get asked first

What documents are needed for a 407 training visa application?

Three separate document sets, lodged in sequence: (1) the Temporary Activities Sponsorship application — business registration, financial standing and training capability evidence; (2) the nomination — the Training Plan itself, the trainee's CV and qualifications, and evidence the training is genuine, structured and not just work; (3) the visa application — identity, English, financial capacity, health, character and Genuine Temporary Entrant evidence. Since 11 March 2026 each stage must be approved before the next can be lodged.

Who prepares which documents — the sponsor or the applicant?

The Australian organisation prepares the sponsorship and nomination sets (the Training Plan is the sponsor's document, built around their training capability). The applicant prepares the visa set: passport, CV, qualifications, English evidence, funds, health and character. In practice the Training Plan is where most applications succeed or fail, and it must be consistent with the applicant's documents — a CV that contradicts the plan's skill-gap story is a refusal pattern.

What is the most common document mistake on 407 applications?

A Training Plan that reads as a job description — ordinary duties dressed as training. The Department tests whether the program is structured, additional to normal work, and tailored to the nominee's actual gap. The second most common: sequencing errors since March 2026, such as lodging the visa before the nomination is approved.

Does WIDEN prepare these documents?

Yes — the Training Plan and nomination documentation are core work: plan only $1,000 + GST, Core pack $2,000 + GST, Full pack with supporting evidence and a pre-lodgement audit $2,800 + GST, each preceded by a free mandatory pathway assessment (full refund if no viable reg 2.72B pathway exists). Prepared by Keshab Chapagain (MARN 1576536), who wrote the OMARA-approved CPD other agents take on 407 training plans.
