White-label 407 Training Plans & Nomination Documentation
You keep the client. I prepare the documentation. I'm Keshab Chapagain (MARN 1576536), a MARA-registered migration agent. Since 2018 I've prepared Subclass 407 nomination documentation on a documents-only basis for fellow agents across Australia — structured, specifically tailored to the nominee, delivered in editable Word in your formatting, so your client only ever sees your practice.
Replies come from Keshab personally.

Documents-only B2B rates. One round of revisions included; turnaround runs from receipt of a full brief. If the pathway doesn't work, we tell you and there is no charge.
Every engagement starts with a pathway assessment
Regulation 2.72B contains five separate pathways with different requirements, and nothing in the Regulations directs which applies. We establish that first — including whether the occupation survives the correspondence test under LIN 19/050 and whether the nominee's experience falls within the 24-month window measured to the nomination date.
If the pathway doesn't work, we tell you and there is no charge. We don't draft into a nomination we think will fail. Free, and the mandatory first step.
The options
Training plan only — $1,000 + GST
The training plan alone, drafted to the pathway established in the assessment, with a limited skills gap analysis within the plan itself — for agents assembling the supporting evidence themselves. The standalone detailed skills mapping and skills gap report belong to the Core pack. Turnaround five working days from a full brief; one round of revisions.
Order the training plan online → — pay by card; free pathway assessment first, refunded in full if no pathway is viable.
Core pack — $2,000 + GST
Pathway assessment, detailed skills mapping, a detailed skills gap report, a business training delivery capacity report and the training plan. You assemble the supporting nomination evidence — we provide a checklist of what regulation 2.72A requires (below). Turnaround five working days from a full brief; one round of revisions.
Full pack — $2,800 + GST
Adds the supporting nomination evidence and a pre-lodgement consistency audit across the whole nomination. Individually sound documents that contradict each other is a common reason for a request for information; the audit is what catches it.
With the Core pack we only see the documents we prepare, so we cannot check consistency across material we haven't seen. The Full pack is where we can.
The supporting-evidence checklist (included with the Core pack)
So the Core/Full boundary is clear, the Core pack includes a checklist of the supporting evidence you assemble — the material regulation 2.72A requires alongside the plan:
- reg 2.72A(8)(a) — employer identity, locations, contact details, and where the sponsor and employer differ, the relationship between them
- reg 2.72A(8)(b) — training locations
- reg 2.72A(8)(c) — family unit members
- reg 2.72A(12) — the delivery-arrangement evidence (direct provision, a Commonwealth agency endorsement, or reliance on IMMI 16/108)
- pathway-specific documentation — registration/licensing evidence, experience documentation, government support letters or foreign-institution documentation, depending on the applicable subregulation
How the engagement works
All B2B engagements are documents-only and conducted under professional confidence (s 35, Migration Agents Code of Conduct Regulations 2021). A short B2B service agreement is issued before each engagement covering scope, fee, turnaround and confidentiality (s 42). I do not contact your client, retain identifying client data beyond the engagement, or solicit your client.
Start with a pathway assessment
Send the occupation, sponsor and any deadline. I’ll come back — usually within one business hour — with the pathway, whether it’s viable, and a fixed fee (training plan only, Core or Full pack).

What does 'white-label' mean here?
You engage me as a fellow registered migration agent on a documents-only basis. I prepare the 407 nomination documentation and deliver it in editable Word in your formatting. Your client sees your practice, not mine — I never contact or solicit your client.
How is the white-label 407 documentation priced?
Every engagement starts with a free, mandatory pathway assessment. After that: a training plan only — drafted to the selected pathway, with a limited skills gap analysis included within the plan itself — is $1,000 + GST. The Core pack — pathway assessment, detailed skills mapping, a detailed skills gap report, a business training delivery capacity report and the training plan — is $2,000 + GST. The Full pack adds the supporting nomination evidence and a pre-lodgement consistency audit for $2,800 + GST. Standard turnaround is five working days from a full brief; one round of revisions is included.
Why is the pathway assessment mandatory?
A 407 nomination is refused more often on the pathway than on the plan. Regulation 2.72B contains five separate pathways with different requirements, and nothing in the Regulations directs which applies. Drafting into the wrong pathway wastes the work. I establish the pathway first, and if it doesn't work I tell you and there is no charge.
Do you lodge the nomination?
No. You manage the sponsorship, nomination lodgement and client relationship. I provide the documentation only. Your firm bills the end client.
Is outsourcing this compliant?
Yes. Engaging another registered migration agent to prepare documents on a documents-only basis, under a written B2B service agreement covering scope, fee and confidentiality, is consistent with the Migration Agents Code of Conduct. This is document drafting for a fellow agent, not an applicant-authored competency report.
