Who can write a 407 training plan?

The sponsoring business can write its own 407 training plan, but if someone else is paid to prepare it for the nomination, that can be immigration assistance under the Migration Act, so it should be prepared by a registered migration agent or lawyer. Keshab Chapagain, registered migration agent (MARN 1576536), writes 407 training plans for businesses at A$1,000 + GST, and he writes the OMARA-approved CPD that other agents take on the 407.

About the CPD →

The training plan belongs to the business nominating the trainee. It sets out the occupational training the business will deliver, and since 11 March 2026 the 407 runs strictly in sequence: sponsorship, then nomination, then the visa. The nomination stands or falls on the plan, so the business signs it and must be able to deliver it. Nothing stops the business drafting the plan itself.

Who else offers to write it

Training providers, HR consultants and template sellers sometimes offer to write 407 plans. They can help design the training itself. Being paid to prepare the plan for the nomination, though, can be immigration assistance under the Migration Act, so the version lodged should be prepared by a registered migration agent or lawyer. Any agent's registration can be checked on the OMARA register.

What the plan has to show

That the program is genuine, structured occupational training, tailored to the nominee's actual skills gap, with its components, hours, supervision and assessment, and consistent with the business's evidence that it can deliver it. A plan that reads as templated, or as cover for filling a vacancy, is the usual weak point. The requirements guide goes through it section by section.

What happens when WIDEN writes it

  1. A pathway check first: whether your program fits a 407 pathway at all. If it does not, you are told so before any drafting.
  2. If it does, Keshab drafts the plan to that pathway, tailored to the nominee's gap and consistent with your capability evidence.
  3. You receive it editable, with one revision round, under a costs agreement you accept before any payment.

The training plan is A$1,000 + GST (A$1,100). A written review of a plan you have already drafted, and the full nomination pack, are on the 407 services page. Fees are fixed in writing before any work. No outcome can be guaranteed.

If you are the trainee, or another agent

Trainees can fund the plan, but the engagement forms with the sponsor, who confirms it on a costs agreement. The sponsor has 7 days to confirm. If we can't start or complete the work you've paid for, the unused fee is refunded. Not sure a 407 fits at all? That is the 30-minute consultation, A$330 inc. GST, credited if you engage.

Registered agents can have the plan drafted documents-only, in their own formatting, with the client staying theirs: the white-label service.

Questions we get asked first

Can the business write its own 407 training plan?

Yes. The training plan is the sponsor's document and the business can write it itself. If someone else is paid to prepare it for the nomination, that can be immigration assistance under the Migration Act, so it should be prepared by a registered migration agent or lawyer.

Can a training provider or HR consultant write it?

They can help design the training itself. Being paid to prepare the plan for the nomination can be immigration assistance under the Migration Act, so the version lodged with the nomination should be prepared by a registered migration agent or lawyer. You can check any agent's registration on the OMARA register.

What does WIDEN charge to write a 407 training plan?

A$1,000 + GST (A$1,100) for the training plan, drafted for your nomination. It starts with a check of whether your program fits a 407 pathway at all, and you are told plainly if it does not. The fee is fixed in writing before any work. No outcome can be guaranteed.

The trainee wants to pay for the plan. Is that allowed?

The trainee can fund it, but the engagement forms with the sponsor, who confirms it on a costs agreement. The sponsor has 7 days to confirm. If we can’t start or complete the work you’ve paid for, the unused fee is refunded.
