Regional Areas in NSW
Everything in NSW outside Greater Sydney is designated regional — including Newcastle, Wollongong and the Central Coast. But the boundary is drawn by postcode, not by intuition: Campbelltown and Camden are inside Greater Sydney, while Katoomba, Richmond and Bowral are on the regional list. Here is where the line falls and what it opens.

Everything in New South Wales outside Greater Sydney is designated regional. That single sentence puts most of the state — including some places with strong commuter links to Sydney — inside the regional framework for the 491, 494, regional points and the 191.
Boundaries are postcode-defined and reviewed by the Department — always confirm your exact suburb or workplace postcode against the current list on the Home Affairs regional postcodes page before relying on a regional pathway.
Category 2 — Newcastle, Lake Macquarie and Wollongong
NSW has the country\u2019s largest Category 2 centres: Newcastle and Lake Macquarie to the north, and Wollongong (the Illawarra) to the south. Both are genuine cities — hospitals, universities, ports, professional labour markets — that happen to sit outside Greater Sydney\u2019s boundary. For skilled migrants who want regional status without a small-town move, these two corridors are the obvious answer, and they are the most-searched "is it regional?" questions in the country.
Category 3 — the rest of regional NSW
- Central Coast (Gosford) — regional despite its Sydney commuter relationship; the inclusion surprises many Sydney workers
- Coffs Harbour, Port Macquarie, Ballina, Lismore, Tweed Heads — the north coast; health, aged care, tourism and construction
- Tamworth and Armidale — New England; agriculture, education and health
- Orange, Bathurst and Dubbo — the central west; mining services, health and agribusiness
- Wagga Wagga, Albury and Griffith — the Riverina; one of the strongest regional labour markets in the state
- Nowra and the Shoalhaven, Goulburn, Queanbeyan — the south; note Queanbeyan\u2019s cross-border relationship with Canberra (itself Category 2)
- Broken Hill and the far west — mining and health, with acute skills shortages
Where the Sydney boundary bites
Greater Sydney takes in more than the word "Sydney" suggests: the entire metropolitan basin plus Campbelltown, Camden, Wollondilly and the lower Hawkesbury are inside the boundary and not regional. The surprises run both ways: Katoomba (2780), Richmond (2753) and Bowral (2576) are on the regional list, while Campbelltown (2560) and Picton (2571) are not. This is why checking the postcode beats intuition in NSW more than anywhere else.
What regional status opens in NSW
- Subclass 491 — via NSW state nomination (which runs distinct regional streams) or family sponsorship
- Subclass 494 — employer-sponsored regional; Newcastle, Wollongong and Central Coast employers use it heavily
- Regional study — Newcastle, Wollongong and Armidale campuses all confer regional-study benefits
- Subclass 191 — permanent residence after three years regional

Is Newcastle a regional area?
Yes. Newcastle and Lake Macquarie form a Category 2 designated regional area — a genuine city with regional visa status. It qualifies for the 491, 494, regional points and the 191 pathway.
Is Wollongong regional?
Yes. Wollongong and the Illawarra are Category 2 designated regional areas, despite being under 90 minutes from Sydney. Living and working there satisfies regional visa conditions.
Is the Central Coast regional?
Yes — Gosford and the Central Coast are designated regional (Category 3), despite the commuter relationship with Sydney. It is one of the most commonly overlooked regional options for people who need to stay near Sydney.
Are the Blue Mountains regional?
Partly — and it turns on the postcode. The upper Blue Mountains (postcodes 2773–2786, including Katoomba, Leura and Blackheath) are on the Home Affairs regional list, as are Richmond and Windsor (2753–2754, 2756–2758). Wollondilly (Picton 2571), Camden (2570) and the lower mountains and Hawkesbury commuter belt are inside Greater Sydney and are not regional.
Which NSW regional areas are best for the 491?
It depends on your occupation and NSW's current nomination settings, which vary by stream and region. Newcastle, Wollongong and the Central Coast offer the largest labour markets; the Riverina and central west frequently have stronger demand in health, trades and agriculture. Check the current NSW nomination streams before choosing an area.
