Short answer
No — Sydney is not a designated regional area. Greater Sydney is excluded — not a regional area. The rule for skilled migration is simple: every postcode in Australia is regional except Greater Sydney, Greater Melbourne and Greater Brisbane. In New South Wales that means everything outside Greater Sydney qualifies, and Sydney (2000) is inside that boundary.
