Visitor Visa (Subclass 600) Refused — Why, Appeal Rights and How to Reapply
Most visitor visa refusals are about one thing: the Department was not satisfied the applicant genuinely intends a temporary stay. A refusal is not a bar, and a fresh application that answers the decision record directly is usually the right response. This page explains what the refusal letter is really saying, who has review rights, and what a successful reapplication contains.

In the consultation I read the refusal decision record and the previous application, tell you what the officer was not satisfied of, and set out the evidence of ties, funds and purpose that a fresh application needs, including whether the sponsored family stream is the better vehicle.

Why visitor visas are refused
The visitor visa requires the Department to be satisfied that the applicant genuinely intends to stay temporarily in Australia for the purpose stated, has enough money for the stay, and will comply with visa conditions. The decision turns on the applicant’s circumstances in their home country: employment, income, property, family, previous travel, and immigration history. Where the officer sees weak ties, unexplained funds, a purpose that does not match the evidence, or a history that suggests the visit may not be temporary, the application is refused. Family visits to Australian citizens and residents are refused for the same reasons, often because the application relied on the sponsor’s situation rather than the applicant’s.
Reading the decision record
The refusal letter attaches a decision record. It names the criterion not met, usually clause 600.211 (genuine temporary stay), and gives reasons: the applicant’s employment could not be verified, the funds appeared in the account shortly before lodgement, there was no evidence of property or dependants, the itinerary was vague, a previous visa was overstayed. Those reasons are the brief for the next application. An application that repeats the previous one with a different cover letter is refused again; one that answers each reason with evidence is usually granted.
Can you appeal?
A refusal of a tourist-stream visitor visa applied for from outside Australia is not reviewable by the Administrative Review Tribunal. The remedy is a fresh application. A refusal of a visitor visa applied for in Australia is reviewable by the applicant within the usual time limit. A refusal in the sponsored family stream is reviewable, by the Australian sponsor, within 21 days of notification, which is the main reason to consider that stream for family visits where a refusal would be costly.
Reapplying: what changes the outcome
- Ties to home: an employer letter confirming the role, salary, approved leave and the return date; business registration and tax records for the self-employed; property documents; evidence of dependants and family who remain.
- Funds: bank statements showing a stable history, not a recent deposit; a sponsor’s support where the sponsor pays, with the sponsor’s own evidence.
- Purpose: a specific itinerary, an invitation letter with the host’s details and the reason for the visit, event evidence where relevant.
- History: previous visas and compliance, with any past problem explained rather than omitted.
- A cover letter that identifies the previous refusal, answers each reason in the decision record, and points to the evidence.
Non-disclosure of the previous refusal is itself a ground for refusal and a PIC 4020 problem. The previous refusal is always disclosed and addressed.
The sponsored family stream
Where the applicant is visiting a settled Australian citizen or permanent resident who is a close family member, the sponsored family stream lets the Australian relative formally sponsor the visit, undertake to ensure compliance, and, if the Department asks, lodge a security bond. The stream carries review rights for the sponsor and is taken seriously by the Department precisely because the sponsor is on the hook. For a parent or sibling previously refused in the tourist stream, it is often the stronger route, provided the sponsor is prepared for the undertaking.

Can I appeal a visitor visa refusal?
If the application was made outside Australia in the tourist stream, no; the remedy is a fresh application. Onshore refusals and sponsored family stream refusals are reviewable at the Tribunal within the time limit on the decision letter.
How soon can I reapply after a visitor visa refusal?
Immediately. There is no waiting period, but reapplying with the same evidence produces the same result. The new application should answer the decision record.
Does a visitor visa refusal affect future visas?
It must be disclosed in every future application and it will be considered, but a refusal on genuine temporary stay grounds does not bar later visas. Non-disclosure does.
What is the sponsored family stream?
A visitor visa stream where a settled Australian relative sponsors the visit, gives an undertaking about compliance, may be asked for a security bond, and holds review rights if the visa is refused.
How much does a visitor visa cost?
$250 for an application made outside Australia (tourist and sponsored family streams); $630 plus $700 subsequent temporary application charge for an application made in Australia.
