Regional Areas in Victoria
Everything in Victoria outside Greater Melbourne is designated regional for skilled migration — but Greater Melbourne reaches further than most people think. Here is where the line actually falls, what each centre offers, and the growth-corridor trap that catches applicants every year.

About the CPD →The rule in Victoria
Victoria has the simplest regional rule of the eastern states: everything outside Greater Melbourne is designated regional. There is no in-between category of excluded cities — once you are past the Greater Melbourne postcode boundary, you are in regional Victoria for the purposes of the 491, the 494, regional points, and the 191 permanent pathway that follows.
The complication is the boundary itself. Greater Melbourne extends much further than most people assume, taking in the entire growth corridor. Boundaries are postcode-defined and reviewed by the Department — always confirm your exact suburb or workplace postcode against the current list on the Home Affairs regional postcodes page before relying on a regional pathway.
Geelong — Victoria\u2019s Category 2 centre
Geelong is Victoria\u2019s only Category 2 designated area ("cities and major regional centres"). In practice the categories matter less than they once did — Category 2 and Category 3 areas both qualify for the 491 and 494 — but Geelong\u2019s size makes it the most common landing point for skilled migrants who want regional status without leaving a major labour market. One hour from Melbourne, a deep-water port, a growing health and advanced-manufacturing base, and Deakin University.
Category 3 — the regional centres
Everything else in regional Victoria is Category 3 ("regional centres and other regional areas") — which attracts the most generous settings, including priority processing and access to Designated Area Migration Agreements where one applies. The main centres:
- Ballarat — health, education and manufacturing; the largest inland centre in the west
- Bendigo — health (Bendigo Health is a major regional employer), banking and food processing
- Shepparton — the Goulburn Valley food bowl; agriculture, food processing, health
- Latrobe Valley (Traralgon, Morwell, Moe) — energy transition, health and trades demand
- Mildura — horticulture and agriculture on the Murray
- Warrnambool — dairy, health and education on the south-west coast
- Wodonga — cross-border economy with Albury (NSW); logistics and manufacturing
- Wangaratta, Horsham, Sale, Bairnsdale, Echuca, Swan Hill, Colac, Hamilton, Portland — smaller centres with persistent skills shortages in health, aged care, trades and agriculture
The Melbourne growth-corridor trap
This catches more people than any other detail. Suburbs at Melbourne\u2019s edge feel a long way from the CBD, and the postcode line runs straight through them. Not regional (inside Greater Melbourne): Craigieburn, Mickleham, Tarneit, Truganina, Werribee, Melton, Sunbury, Clyde and Cranbourne. On the regional list, despite being just as far out: Wollert (3750), Doreen and Mernda (3754), Pakenham (3810), Bacchus Marsh (3340), Healesville (3777) and the Mornington Peninsula. Living or working on the wrong side of the line does not satisfy a regional visa condition, so check the postcode rather than guessing either way.
What regional status opens in Victoria
- Subclass 491 — skilled work regional, via Victorian state nomination or family sponsorship; 15 extra points, 191 pathway after three years
- Subclass 494 — employer-sponsored regional, for employers in any of the areas above
- Regional study — extra points and extended post-study work rights for study at a regional campus (Geelong, Ballarat, Bendigo and others)

Yes. Study at a campus in a designated regional area — Geelong, Ballarat, Bendigo and others — can earn extra points and, for eligible graduates, an extended post-study stay. The campus location, not the institution's head office, is what counts.
Which visa should I look at for regional Victoria?
If you have an eligible occupation and can secure Victorian nomination or eligible-relative sponsorship, the 491. If a regional Victorian employer will sponsor you, the 494.
