Regional Areas in Queensland
Everything in Queensland outside Greater Brisbane is designated regional — including the Gold Coast and Sunshine Coast. For most readers the real question is the PR pathway: which areas qualify, and how the 491 or 494 becomes a 191. Here is the full picture, including the Ipswich and Logan trap.

The rule in Queensland
Everything in Queensland outside Greater Brisbane is designated regional — and because Queensland\u2019s population is more decentralised than any other eastern state, that covers an unusually large share of its real economy: the Gold Coast, the Sunshine Coast, and a chain of substantial cities running two thousand kilometres up the coast.
The catch is that Greater Brisbane\u2019s postcode boundary takes in Ipswich, Logan, Redcliffe and most of Moreton Bay — places people routinely assume are separate cities. Boundaries are postcode-defined and reviewed by the Department — always confirm your exact suburb or workplace postcode against the current list on the Home Affairs regional postcodes page before relying on a regional pathway.
Category 2 — Gold Coast and Sunshine Coast
Queensland\u2019s two Category 2 centres are the Gold Coast and the Sunshine Coast — both large, fast-growing coastal economies with major hospitals, universities and construction pipelines. For skilled migrants they offer the least trade-off between regional visa status and metropolitan lifestyle anywhere in the country, which is exactly why "is the Gold Coast regional?" is one of the most-asked questions in the program.
Category 3 — the regional cities, and the PR angle
Category 3 covers the rest of the state and attracts the most generous settings — priority processing, and in parts of Queensland, access to Designated Area Migration Agreements (including the Far North Queensland and Townsville DAMAs) that relax standard requirements for participating employers. The main centres:
- Toowoomba — the largest inland city in the state; health, education, agribusiness and logistics
- Townsville — defence, health, mining services and its own DAMA
- Cairns — tourism, health, marine and aviation; covered by the Far North Queensland DAMA
- Mackay, Rockhampton, Gladstone — mining, energy and heavy industry; persistent trades shortages
- Bundaberg, Hervey Bay, Gympie — the Wide Bay; health, aged care and horticulture
- Mount Isa, Emerald, Roma, Longreach — the interior; acute, long-standing skills shortages across health and trades
If your goal is permanent residence — the search that brings most readers to this page — the sequence is: regional residence and work on a 491 or 494, then the 191 after three years. Category 3 areas often present the fastest practical route, because demand is strongest and competition thinnest where fewer applicants are willing to go.
The Greater Brisbane trap
Ipswich and Logan are not regional. Nor are Redcliffe, Caboolture or most of the Moreton Bay corridor — all sit inside the Greater Brisbane postcode boundary despite reading as separate places on a map. The reverse edge case also exists: the Gold Coast is regional right to the NSW border, where it meets Tweed Heads — also regional, but in NSW, under NSW nomination settings. Cross-border workers should check which state\u2019s settings apply to their plans.

Is Ipswich or Logan regional?
