Yes — South Australia is regional for migration purposes, and that includes Adelaide. The whole state is a designated regional area: Adelaide is a Category 2 major regional centre and everywhere else in SA is Category 3. That opens the 491 (15 extra points), the employer-sponsored 494, the permanent 191 after three years, and DAMA concessions where an SA agreement covers the region.

The rule in South Australia
For skilled migration, every part of Australia is a designated regional area except Greater Sydney, Greater Melbourne and Greater Brisbane. South Australia has no excluded city, so the entire state is designated regional — including Adelaide. There is no metropolitan boundary to fall on the wrong side of.

Adelaide — South Australia’s Category 2 centre
Adelaide is a Category 2 designated area ("cities and major regional centres"). A capital city with full regional status: living and working in Adelaide qualifies for the 491 and 494, regional points, and the 191 pathway. For many applicants who cannot reach the invitation threshold for Sydney or Melbourne, the 15 extra points the 491 carries in Adelaide are decisive.
Category 3 — the rest of SA
Everything in South Australia outside Adelaide is Category 3 ("regional centres and other regional areas"), which attracts the most generous settings, including priority processing and access to DAMA agreements where one applies. Centres include:
- Mount Gambier, in the south-east
- Whyalla, on the Spencer Gulf
- The remainder of regional and remote South Australia
DAMAs in South Australia
Designated Area Migration Agreements have historically operated in South Australia, including parts of Adelaide and regional SA. A DAMA is a regional labour agreement between the Government and a Designated Area Representative: endorsed employers in the region can sponsor workers under the 482 Labour Agreement stream in occupations outside the standard lists, often with salary, English and — in some agreements — age and PR concessions. Is Adelaide regional for migration purposes?
Yes. Adelaide and the whole of South Australia are within the designated regional areas for migration purposes. Only Sydney, Melbourne and Brisbane are excluded, so Adelaide qualifies for the 491 and 494 regional pathways, the 15 bonus points on the 491, and the 191 permanent pathway.

Not during the qualifying period without jeopardising your pathway. Holders of the 491 and 494 must live and work in a designated regional area for the full three-year period before the 191. Moving to Sydney, Melbourne or Brisbane during that time can break the pathway to permanent residence.
