Yes — the Northern Territory is regional for migration purposes, and that includes Darwin. The whole Territory is a designated regional area, and all of it — Darwin, Alice Springs and everywhere between — sits in Category 3, the tier with the most generous settings. The rule in the Northern Territory
For skilled migration, every part of Australia is a designated regional area except Greater Sydney, Greater Melbourne and Greater Brisbane. The Northern Territory has no excluded city, so the entire Territory is designated regional — including Darwin.

Darwin and the Territory — Category 3
The NT is the one state or territory whose capital is not Category 2. Darwin is Category 3 ("regional centres and other regional areas"), and so is everywhere else in the Territory, including Alice Springs. In practice that is an advantage: Category 3 attracts the most generous regional settings, including priority processing and access to DAMA agreements where one applies. For visa purposes Darwin qualifies for the 491 and 494, regional points, and the 191 pathway exactly as Perth or Adelaide do.
The Northern Territory DAMA
Designated Area Migration Agreements have historically operated in the Northern Territory. A DAMA is a regional labour agreement between the Government and a Designated Area Representative — typically a territory government department: endorsed employers in the region can sponsor workers under the 482 Labour Agreement stream in occupations outside the standard Core Skills and Specialist Skills lists, often with salary and English concessions and, in some agreements, a pathway to permanent residence through the 186 Labour Agreement stream. - Subclass 494 — employer-sponsored regional, for any NT employer; three years of experience, a five-year visa, 191 after three years

- Regional study — extra points and extended post-study work rights for study at a regional campus, which in the NT means any campus in the Territory
- Subclass 191 — the permanent destination after three years of regional residence and work

Is Darwin regional for migration purposes?
