About the CPD →

Portugal is one of the subclass 462 Work and Holiday partner countries, and a source of skilled migrants to Australia. Portuguese qualifications generally assess well. But Australia runs a full points-tested and sponsorship system, and the Work and Holiday visa has real conditions - this guide lays out the Portuguese-specific detail.

Your pathways from Portugal

  • Work and Holiday visa (subclass 462). The Portuguese working-holiday route - with conditions (see below). A good first step and, handled well, a bridge to a visa that leads to permanent residence.
  • Points-tested skilled (189, 190, 491). Permanent or regional-to-permanent routes that do not need an employer - you qualify on your occupation, skills assessment, age, English and points. Many Portuguese professionals and trades qualify and never check. Score yourself with the points calculator.
  • Employer-sponsored (482 to 186). If you have - or can find - an Australian employer, the Skills in Demand (482) visa leads to permanent residence through the 186.
  • Partner visa. If you are in a genuine relationship with an Australian citizen or permanent resident, the partner visa is a path to PR in its own right.

The Work and Holiday visa (462) - and why it's not the 417

Portuguese citizens often read about the "417 Working Holiday visa" and assume it's theirs. It isn't - Portugal is on the subclass 462 Work and Holiday list, which carries more conditions than the 417:

  • Age 18-35. A bilateral agreement allows Portuguese citizens to apply up to age 35, above the standard 462 limit of 30.
  • At least two years of tertiary (university) study (the exact level required can vary by country).
  • Functional English - an IELTS 4.5 overall or equivalent, or evidence of English-medium study.
  • A government letter of support - depending on your country. A number of 462 countries are exempt from the letter; we confirm which requirements apply to you.
  • Around A$5,000 in funds, and the first-year grants are subject to an annual cap for most countries.

What applies to everyone: each visa lasts 12 months with full work rights, there's a six-month limit per employer (with broad exemptions in critical sectors), and specified regional work is required for extensions - three months of specified 462 work (typically tourism and hospitality in northern Australia, agriculture, fishing or construction) in your first year to get a second visa, and six months in your second year to get a third. Up to three visas in total.

What's different when you're applying from Portugal

  • English - a scoring opportunity for skilled visas. Portugal is not on the English-test-exempt passport list (that's only the UK, Ireland, Canada, New Zealand and the USA), so for a skilled visa you sit IELTS, PTE or an equivalent. The upside: Superior English is worth 20 points and is often what makes a Portuguese EOI competitive.
  • The under-45 cut-off. Points-tested skilled visas generally need you to be under 45 at invitation, and age points fall away after 40. If you're near 45, plan early and consider employer-sponsored routes.
  • Skills assessment is required. Portuguese qualifications usually assess well, but you still need a positive assessment from the right authority (Engineers Australia, ANMAC + AHPRA for nurses, AITSL for teachers, Trades Recognition Australia, VETASSESS) before you can claim points or be nominated.
  • Documents and translation. You'll need a Portuguese criminal record certificate (certificado de registo criminal) (and police checks from any other country you've lived in for 12 months or more), and official documents not in English must be translated by a NAATI-accredited translator.
  • No automatic right. Being Portuguese gives no right to live or work in Australia - you apply through the same system as everyone else.

What we see in consultations

From hundreds of enquiries from Portuguese and other working-holiday makers and skilled applicants, a few patterns come up again and again. These are observations from practice, not rules - but they're what most often decide the outcome.

  • Working-holiday makers leave it too late. The most common message is from someone in the last months of their final year, asking how to stay - when the options have already narrowed. The transition is far smoother started a year out.
  • "I didn't think I'd qualify for a skilled visa" - often you do. We regularly meet Portuguese engineers, nurses, trades and hospitality managers who assumed they needed an employer, when a state-nominated 190 or 491 was open to them on their own.
  • The English test is treated as a hurdle, not a score. A second sitting for Superior English (20 points) often turns a borderline EOI into an invited one.
  • The age clock is the quiet one. The difference between applying at 43 and 45 can be the difference between eligible and not.

Questions we get asked first

How can Portuguese citizens move to Australia?

The main pathways for Portuguese citizens are the Work and Holiday visa (subclass 462); the points-tested skilled visas (189, 190, 491); employer-sponsored visas (482 and 186); and partner visas. Portuguese qualifications and trades generally assess well, but every skilled route needs a formal skills assessment, and there is no special route to permanent residence.

Can Portuguese citizens get a Working Holiday visa to Australia?

Portuguese citizens use the Work and Holiday visa (subclass 462), not the 417 that UK and European backpackers use. It is open to ages 18 to 35, and requires at least two years of tertiary (university) study, functional English (an IELTS 4.5 or equivalent), and — depending on your country — a letter of support from your home government. You also need around A$5,000 in funds.

Do Portuguese citizens have to do specified work for a second or third Work and Holiday visa?

Yes. Each 462 lasts 12 months, and to qualify for a second visa you complete three months of specified subclass 462 work — typically in northern Australia, in industries such as tourism and hospitality, agriculture, fishing or construction — during your first year; six months in your second year qualifies you for a third. Up to three visas in total.

Do Portuguese citizens need to sit an English test to migrate to Australia?

For the Work and Holiday visa you need functional English (an IELTS 4.5 or equivalent, or evidence of English-medium study). For the points-tested skilled visas, Portuguese applicants are not on the test-exempt passport list (only the UK, Ireland, Canada, New Zealand and the USA are), so you sit an approved test — and it is worth treating as a scoring opportunity: Proficient English is 10 points and Superior English 20, often what makes an EOI competitive.

Is there an age limit for skilled migration from Portugal?

Yes. The points-tested skilled visas (189/190/491) generally require you to be under 45 at the time of invitation, and points for age fall sharply after 40. If you are approaching 45, employer-sponsored routes may be the better path.

Do I need a registered migration agent to move from Portugal to Australia?

You are not required to use one, but Australian migration advice should come from a MARA-registered agent (a MARN holder), not an unregistered consultant. WIDEN is led by Keshab Chapagain, MARN 1576536, who advises on and lodges every matter personally after a paid consultation.
