If you live or work in Sydney, NSW and have hands-on experience but no formal qualification, Recognition of Prior Learning (RPL) can convert that experience into a nationally recognised qualification that supports a skills assessment for migration. RPL works the same way for someone in Sydney as it does anywhere in Australia. A registered training organisation (RTO) assesses your existing skills and work history against the units of a qualification and, where the evidence is sufficient, issues a nationally recognised qualification. That qualification can then underpin a skills assessment for skilled migration. RPL qualifications are national - they are recognised regardless of where in Australia you live - and the migration skills-assessing authorities (such as the relevant trades, engineering or accounting assessing bodies) are national bodies, not NSW-specific ones. The RTOs that issue these qualifications are regulated nationally by the Australian Skills Quality Authority (ASQA).
What is genuinely NSW-specific comes after the qualification and assessment. First, if your occupation is a licensed trade, you generally need a NSW occupational licence to legally carry out that work in the state. Building and trade licensing is administered by NSW Fair Trading through Service NSW, and electrical work requires a NSW electrical licence (please confirm the current issuing body and requirements, as these can change). A nationally recognised qualification can be a step toward eligibility for such a licence, but the licence itself is a separate NSW process. Second, if you intend to pursue state nomination for a subclass 190 or 491 visa through New South Wales, that nomination is run by the NSW Government (Investment NSW) and has its own NSW Skills List, criteria and invitation rounds.

I live in Sydney - is my RPL qualification only recognised in NSW?
No. RPL qualifications are nationally recognised and issued by RTOs regulated nationally by ASQA, so they are valid across Australia regardless of where you live. Living in Sydney does not limit where the qualification can be used.
Does an RPL qualification mean I can legally work in a licensed trade in NSW?
Not by itself. For licensed trades such as electrical or building work, you also need the relevant NSW occupational licence.
