  • Occupation: Early Childhood (Pre-primary School) Teacher
  • ANZSCO code: 241111
  • Skill level: Skill Level 1 (bachelor degree or higher)
  • Assessing authority: ACECQA (early childhood teacher assessments; transitioned from AITSL in December 2024)
  • Note: Registered profession — teacher registration via the relevant state/territory teacher regulatory authority. Note: from 7 December 2024 the migration assessing authority for ANZSCO 241111 transitioned from AITSL to ACECQA; confirm the current authority before applying.
  • RPL relevant: Limited — see below (An Early Childhood Teacher qualification cannot be obtained through pure VET Recognition of Prior Learning. It requires an approved four-year-equivalent higher education early childhood teaching qualification covering the 0-5 age range, including supervised teaching practice. RPL toward a Certificate III or Diploma in early childhood education and care leads to educator roles, not teacher status, and does not meet the migration or registration requirements for ANZSCO 241111.)

Early Childhood (Pre-primary School) Teacher, ANZSCO 241111, teaches and supports the development of children below primary school age. It is a degree-level, registered teaching profession. Importantly, from 7 December 2024 the migration assessing authority for this occupation transitioned from AITSL to the Australian Children's Education and Care Quality Authority (ACECQA).

The skills assessment & RPL pathway for Early Childhood (Pre-primary School) Teacher

For migration, the assessing authority for ANZSCO 241111 changed from the Australian Institute for Teaching and School Leadership (AITSL) to the Australian Children's Education and Care Quality Authority (ACECQA) effective 7 December 2024. Applications from that date must be lodged with ACECQA, which checks that your qualifications and experience meet Australian early childhood teaching standards, including a four-year-equivalent higher education qualification covering the 0-5 age range and supervised teaching practice. Skills assessments previously issued by AITSL remain valid up to their stated expiry dates. We confirm the current assessing authority for you before you lodge.

Teacher registration is a separate matter. To teach in Australia you generally need registration or accreditation with the teacher regulatory authority in the state or territory where you intend to work, which has its own qualification, English language and suitability requirements. There is no pure VET RPL route into this occupation: a Certificate III or Diploma in early childhood education and care qualifies you as an educator, not as an early childhood teacher, and does not satisfy ANZSCO 241111 migration or registration requirements.

Frequently asked questions

Who assesses Early Childhood Teacher migration applications now?

Since 7 December 2024, the assessing authority for ANZSCO 241111 is the Australian Children's Education and Care Quality Authority (ACECQA), not AITSL. Applications lodged from that date go to ACECQA, while valid AITSL assessments issued earlier remain valid up to their stated expiry dates. Always confirm the current authority before applying.

Can a Certificate III or Diploma in childcare make me an Early Childhood Teacher?

No. A Certificate III or Diploma in early childhood education and care qualifies you as an educator, not a teacher. Early Childhood Teacher (ANZSCO 241111) requires an approved four-year-equivalent higher education teaching qualification covering the 0-5 age range, which cannot be obtained through pure VET RPL.

Does a skills assessment let me teach in Australia?

No. A migration skills assessment is for visa purposes only. To teach, you generally also need registration or accreditation from the teacher regulatory authority in your state or territory, which assesses your qualifications, English and suitability under its own separate requirements.
