Does it guarantee Victoria will nominate me?

No. State nomination is competitive and decided by the Victorian Skilled & Business Migration Program (or the current administering body) on criteria they publish and apply. Section 15 of the Migration Agents Code of Conduct 2022 prohibits any guarantee of outcome.

Does it cover both the 190 and 491?

Yes — both the Subclass 190 (PR) and Subclass 491 (provisional regional, 5-year visa with a 191 PR pathway), including how Victoria treats sectors and regional designations.
