Does it guarantee Queensland will nominate me?
No. State nomination is competitive and decided by Migration Queensland (or the current administering body) on criteria they publish and apply. Section 15 of the Migration Agents Code of Conduct 2022 prohibits any guarantee of outcome.
Does it cover both the 190 and 491, and the on-shore working-in-Queensland streams?
Yes. The Playbook covers the Subclass 190 (PR), the Subclass 491 (provisional regional), and the streams within each — including the streams that require an employment offer or current Queensland residency at the time of EOI selection.
